Makes sense, I just never noticed. But then again, me and my G.F. are well over 21, and we don't have children, so probably had such restrictions on my 'pay no mind' list.
To my point, why fight city hall? If I were a parent and I found a barrier for my kids for entry, I'd just go elsewhere. Not worth the fight. Debating it is one thing, spending hard cash to fight it in a court of law? Sheesh. Too much effort.

All inclusives in Mexico, many have age restrictions.. so if you want privacy, just book at one of the hotels that offer no children..
Some have age limits 14 and above, 16 and above and 18 and above..
Many hotels have pools for adults only
