No, not that is not true. If you never clear the waitlist, the miles are redeposited.
However, if your upgrade clears on the original flight, but within 72 hour before the flight you change to a new flight, your miles would not be deposited if upgrade space is not available.
Not a good change, but we should at least get the facts right.
