The exit row seats might have been occupied and recently vacated by an upgrade or a cancellation.

The exit row legroom, for me, more than compensates for the lack of an arm that raises, but if the flight is very lightly booked, you might want a blocked seat next to you in a non-exit row so you can raise the arm and lean over.
