Get the agent to ticket on 016 and get the mileage off UA's system. The 3 miles you need is found right there in New York. UA will calculate your mileage to JFK and not NYC. And the only reason I suggest this is I had the *exact* (as in 3 miles over) situation once and while 1 carrier would waive it, the other 2 or 3 wouldn't. (If SQ is in your itinerary, forget any thought of a waiver.) Using the individual airports in NYC was the only way we got under the 29,000.
Alternately, if your agent insists on ticketing on 220, get him/her to run the itinerary past the SQ agents to see what the total mileage is in their system. If it's under, then your agent will be okay to ticket as they won't get "billed" later by SQ.
