Some Asian carriers are now having a cheaper airport upgrade. This is a lot cheaper than buying a business class ticket but of course there is no guarantee that you will get a seat in business unless the flight is fairly empty on business.
In this way, they make some money by charging these passengers to upgrade.
I have done this on United some years back too for a flight from JFK to LHR.
