And, surely the convenient Hilton would've had an acceptable enough pool for such a short time frame ... no?

there is nothin' i love more than ......' down by the pool. i love it. you just lie on the chairs, drink a bunch of beers, swear at the kids Kenny Powers style, jump in and run around the bottom of the pool like a hippo..again, nothin' better. but even I wouldn't raise much about this, let alone call the property regarding the pool every hour....and i consider the pool to be the 3rd most important factor after location and price (the pool being 2nd most important if for business)...and i mean it...basic room with awesome pool trumps guaranteed amazing plat upgrades with horrible pool.
the offer of points based on your time lost indicates pretty good customer recovery imo..take it and live for the next time you can hammer back a 2-4 on a wednesday afternoon....i'll be doing that this week.
