I too now prefer the PH but if the view is the reason, you might bear in mind that the smog is generally so bad in Shanghai that often you won't see anything from either hotel. Tom having two good nights out of ten is probably about as good as you'll do, on average.

You can't go wrong at either hotel, especially if you are on club level at the GH.
