It depend on the routes, and especially on short routes with heave premium demand they often need the extra FA to manage the serving, such as an OSL-CPH flight with 20 rows economy extra

But it might be that more routes from CPH are overstaffed. Domestic routes in Norway usually operates with minimum staff, and very few flights I take from OSL have more than the minimum staff level
