Banking as a gaijin

Folks,

I'm a US citizen and don't have any special visa beyond the automatically granted 90 day temporary upon passing through incoming immigration.

With this type of status, is it possible to get a local Tokyo based bank account at a domestic bank (vs Citibank for instance)?

I have conflicting information about what's required where some folks say I need and can apply at the local city office for a temporary resident like status if I have a local address. Others say the 90 day visas don't qualify for this certificate which everyone seems to agree is required to open a bank account.

Can anyone fill me in from experience?
