I think the point I was trying to make is that if speed is of the essence, and that's what I understood from the post, then in my very limited experience the Gold Card referral can be very very fast.
It would also be the case, that if his referees subsequently cancelled their cards, they would get a pro rata rebate. And they wouldn't need to spend anything and he certainly wouldn't need to spend £1,000!
