Why not tie the free mini-bar to a class of rooms or elite status? Or, do it as a promo. I think the Cosmo in Vegas had a "raid the mini-bar" promo once.
This is a good idea - I've stayed in hotels were the mini-bar was included in suites (including beer/wine/snacks) but did not contain liquor which had to be requested (and paid for). It does create a lot of goodwill.
Same with wifi - should be free (folded into the rate).
