The standard for the Pope is to fly Alitalia chartered planes, much more so on departure from Italy than on the return to it. The exceptions to that are rather routine when the host country has non-stop service to his next destination (and/or back to Rome) or makes a charter available.

A lot of the Scandinavian royals -- the Norwegian ones included -- fly long-haul on commercially-scheduled flights.
Long-haul on commercially-scheduled flights is more common for heads of state/government than doing so for short-haul.
When it comes to meeting the long-haul travel needs of head of state/government, charters are more common than dedicated, specially-equipped (primarily) for head of state/government, government-acquired planes.
How short-haul travel needs are met is not as easily characterized as long-haul arrangements.
