As the rule implies,
intermediate surface sectors are permitted, so that's any sector between completion of first flight and commencement of last flight. As your *RTW must start and end in the same country, and there is no way to show on the ticket a surface sector as your last leg, then you are stuck.
Both the point of arrival and the point of departure with a surface sector linking them are counted as only the one stopover under number of stopovers rule. However, both points are counted in city stops rule and any further stops at either city later in the itinerary are not allowed.
