Well, I read the fare rules more carefully. Rule 9I says:
<font face="Verdana, Arial, Helvetica, sans-serif" size="2">Intermediate surface sectors permitted... If a surface sector attracts more than one TPM the lower applies</font>
I need some help with the interpretation of the rule, but I guess it reads: no, you can't have the last segment as a surface sector. Right?

Also, if I decide to do a sector on surface, will the origin of that sector count as a stopover for the purpose of "no more than one stopover in the same city"?
