For the most part, I don't think this is a problem. I've def left luggage at a property I was not staying at, and made sure I had a couple dollars visible and ready to hand over in exchange for checked bag tag. Usually I am waiting for my friend to show up later in the day and ask them to hold it.

Unless it is a property with limited space, doubt they care a whole lot.
