I've always tipped on pick up. The bag storage is one service, and it's complete when they return the bag to you. Seems consistent with other tipping models.
Where I feel awkward is when the hotel chooses to charge for the bag check. Never sure if this is an enforced tip (a la room service "service charges") or not...
