I thought that as well at first, but I think you are referring to the surface sector rule. Something like last point of arrival and first point of departure together count as one stopover. So if I fly FRA-ORD-SBN//ORD-MIA... then SBN//ORD would count as one stopover. "Last point of arrival and first point of departure" only refers to these two as part of a surface sector in the context of the RTW rules, if I am not mistaken.
