Could also be because CDG is a spoke for UA without much in the way of onward connections, while it is AF's primary hub, and likely most travelers originating in CDG are loyal to AF & Skyteam. UA probably does not dominate WAS area flyers nearly as much, given DCA and BWI as convenient competitive airports with little UA service.
UA basically has a flight ever hour to ORD from DCA...and UA dominates IAD as the main international gateway and O&D to the west coast, where DCA lacks. so i'd say UA has a strong presence in DC.
