It has been UA's policy for years that ONE baby item is free per ticketed passenger. If it's just you and the baby and you want to check both at the counter, one will incur a fee unless you're elite.

The workaround, of course, is to check the carseat at the ticket counter and take the stroller with you to the gate and check it there for free.
