I'm not so sure. P.3 of the pdf states "For Tickets with Point of Origin Germany and issued as of November 2nd, 2011 the Optional Payment Charge (OPC) will be levied in all sales channels.

OTOH the pdf has already been amended to confirm that "OPC applies only for Economy classes" for flights originating in the UK. ^
