IMO it's emphasis rather than subtlety. When there's a black and white answer (there is, I posted it above straight from the horses mout [BA website]) why add 'subtlety' where none applies or indeed exists? Surely adding ambiguity is only confusing? Are there unpublished baggage rules we don't know about?

I read it as a 'subtle' discouragement to carry on the allowable cabin baggage.
