Here's what the BA website says:

You.are allowed one piece of hand baggage plus a laptop or handbag.
A 23kg (51lbs) maximum bag weight applies and you must be able to lift the bag into the overhead lockers in the aircraft cabin unaided.
Please see below for sizes.

You are free to bring on 23kg as long as you can lift it (which the OP confirmed they can) and it complies with size constraints. Unless I'm missing something, BA's doesn't state anything beyond this either to encourage or disencourage what level of this allowance any given passenger uses.

Given the OP stated they have chosen BA specifically for the higher carry-on allowance, I'm not sure where the ambiguity is? BA is offering them the opportunity to carry-on 23kg, which they want to???
