What a horrible solution. What happens to non-Americans who don't have an EIN or SSN? Even if they have a form for those of us from outside the US, how would the IRS physically get the money to us? They don't have our credit card details and cashing a US-issued cheque may cost more than the value of the cheque.

No, what doesn't make sense is for an organisation to pay us a refund when it doesn't have our ticket details, doesn't have our payment details and doesn't have any easy way to make payment to us. (Nor, from a privacy perspective, would I particularly want the IRS to have that information.) The airline which sold the ticket has all of that data. The airline can process the refunds efficiently, while the IRS simply can't.

It's good to see that Delta has announced that it will process refunds and I hope the others follow suit.
