Actually they practice this stupidity right now - even in the pre-clearance areas where you've already been checked by US Immigration and Customs, which makes it stupid to the Nth degree.
Every time I've boarded a flight in Canada, I've had to show a picture ID regardless of the destination. No ID checks at security.
