I am not sure where you got that information. AI can't be the first mover. IT has already taken that spot. GoI wanted AI to be the first and the only member of star alliance, for a period of time. IT's date might not have been announced, but there is no talk of subjecting IT to the kind of scrutiny Star Alliance reserved for AI.
