I booked a DONE3 through the AA RTW desk yesterday out of ICN for pricing/issuing in Canada.

It sounds like they were giving it the Canadian or US
pricing (see bold above) rather than the Korean. I've had this happen before - some newbies at the RTW desk that don't fully understand the "Canadian exception" business; or perhaps they didn't hear you when you
emphasized (you did, didn't you?) that
this was to be priced for ticketing ex-ICN. The key is to get have them price it for collection at ICN, get the PNR, then arrange for ticketing (using said PNR) ex-Canada.
Or, have you tried contacting AA's GSA in Korea?

I fear this problem with the AA RTW desk mishandling foreign-origin RTWs is going to get worse, with the closure of AA's Dublin tariff desk. They are/were the pros.
