A BA grad, three years after a graduating from the grad scheme, a highly rated mg, managing a big team etc etc...told me what she was on...I was shocked at how little it was.

Broadly speaking BA don't need to pay market rate because the perception is that the perks are so worthwhile (the reality soon hits new entrants). Airlines generally get away with poor pay because they are perceived to be attractive employers (whatever the reality might be).
It is a sad fact that many (if not all) of the BAA security goons are paid far more than say the best BA check in staff.
