Not sure if I read it right, I think OP is asking about the , "Arrivals Lounge" in the T3 baggage claim area, the one right before immigration, under the elevators and escalator. As OP is traveling forward with another airline does she/he need to exit the terminal and go to T1?
If the T3 F lounge is unavailable , this could be an option for OP assuming you can get a VOA. Some one here is bound to know the answer, must have been done before
Either way hope someone has a review of the , "Arrivals Lounge", always wondered about that one

I’m planning to fly on EK 804 from JED to DBX arr 00:15 in paid F.
Next flight to Europe is departing 05:10 in economy with different airline so I have approx. 5 hrs waiting time in DBX.
I’m flying in F to DBX so my question is that do I have access to the EK First lounge on arrival?
