Did that about a year ago. Instead of using LH for SIN-FRA i switched to SQ. Ticketed was LH. SQ had to get an endorsment from LH, but no rerouting fee.
Not sure if the rules have changed, but it did not require a change to the paper ticket except a stamp from LH.
