Depends how you look at it. VA have relationships with Delta, Etihad, and a range of others that aren't well served by the Air NZ relationship - Air NZ are one of about 5 major partners at Sydney International. There's also competition issues that prevent them from using the Air NZ lounge for Pacific Island flights - which is a significant part of the business.
In any case both VS and VA and EY and VA have been publicly quoted as planning on developing a joint Sydney INT lounge. The logical thing would be for VA to take the lead and make the lounge available to other partners and i'm sure it's being looked at.
