1) The OP cannot stay air-side, he must clear immigration, claim his luggage at EWR and go through costumes regardless of the duration of the connection since he is arriving on an international flight. He can drop luggage tagged to connecting destination after costumes.
2) I had a >12 hours layover in EWR where my luggage was tagged through to my final destination, but I was connecting from a domestic flight to an international flight.
3) I assume that if CO sold the flight as a PVG->AMS with a connection at EWR they will tag the luggage all the way to AMS (or OSL) when checking it at PVG.
4) The BF connecting desk (when you exit the international arrival area) should accept luggage for a flight that departs in less than 24 hours.
