I would say PVG but I am hardly impartial. I lived most of every month for about three years in Shanghai and love it.

One impartial reason to choose it over PEK is that is a shorter flight from SIN and hence more constructive use of time.

Pop in to town, get a room at the Grand Hyatt in Pudong at the top of the Jinmao Tower, and then head over for dinner and drinks to XinTianDi (all taxi drivers can get you there. The hotel is an experience you should have, and the development of XinTianDi is an extarordinary place recently opened fully and consists of several high end restaurants shops bars etc. It is THE hip place to be in Shanghai these days. Good crowd, young and old lots of folks strolling holding hands. Very Shanghainese and as such, in my opinion, very lovely. (developer's page and info is at: http://www.shuion.com/eng/sop/xin.htm )

One very strong vote for PVG. Do not miss China if you can manage it even for an evening.
