Unless American Express identifies the person as one who has defaulted on an American Express account.
Or any negative history with Amex at all.
IME, being a gatekeeper for a corporate Amex account, I had an employee refused (Amex would not budge on this) due to an old negative experience with them.
And this was for a corporate card, not even a business card (so there is no personal liability). For a personal card it is surely more strict.
