I can now answer my own question. LH's *A chart includes the discounted awards for US and CA members. I just received the latest LH Exclusive by mail and it contains the following info for awards to Europe:
For US residents & trip originating in US:
E: 50,000 - B 80,000 - F 100,000
For CA residents and trip originating in CA:
E: 60,000 - B 75,000 - F 100,000
The link to the chart on the LH US website is still not working.
