She is correct. TSA has, in their operating cert on file with the FAA, that they are a ""no carry on airline". They allow personal items, but no carry ons. Did the FAA dictate to TSA this policy? No, but once TSA put it in their operating cert rules, and it was approved by the FAA, it is enforcable by the FAA and becomes a FAA violation to not follow it.
