Workaround discovered
Using changeItinerary circumvents the problem with the web site applying blackout dates to Standard Awards.

Attempting to book with available SA:
Using changeItinerary with an award that is already booked:
Dear SWA IT:

Please leave this glitch in place so that FlyerTalkers can have exclusive access to booking SAs on all upcoming FA blackout dates!
