If true ... not that Doug Frost did much good in picking wine selections for UA to begin with; if I were he, I'd have been ashamed to have my name associated in any way with the swill typically served on UA. I always wondered if UA put such restrictions on what he chose from that the whole process was compromised; e.g. "You must choose a wine from one of these six vendors, and it must be available to us for under $1/bottle wholesale."
As a rule, I honestly don't think they can have a lower point, unless they started serving Boone's Farm as a "wine."
