This is, unfortunately, the way many credit cards work - they assign your payments to pay off the lowest rate of interest first (ie the 0%). I believe there was talk of regulation to stop this, but I don't know if it ever came to anything.

Some cards are now changing their order of payments to be more favourable to the customer (or have always been that way), but it's an easy trap to fall into if you're not careful.
