Having asked this very question of the helpline on a recent holiday when it happened to me...
Although the front row opens up for booking at T=72, the actual cot seats are only available if you have an infant in your party. They don't open up properly until t-24 when they are fair game for all.
Online check in opens in an hour for my flight back from PUJ-LGW, 11FG are selectable- 11E (the bassinet seat) is available but blocked off until OLCI opens.
