I've seen hand luggages sized and checked in the hold

* on a full, long-short haul routes (e.g. IST) when the weather is hot
* once on a memorably packed 747 to DXB
* by one of the especially unpleasant check in staff at IST (the new lot are way way nicer)

98% of flights, no.
