No, if you file a claim and can prove that it did happen, TSA will pay you in full. Things will be dropped at the checkpoint, there is no getting around that. Its also a matter of how much time you want to put into replacing an item considering its value. Considering you were at the checkpoint when the accident happened, you should file a claim immediately.
