Buying a STAR RTW

I am in the process of buying a RTW ticket on the Star Alliance. This will be my first and represents a defection from my beloved One-World fly 100K miles on 1 ticket RTWs.

The problem is Star requires you to purchase the ticket in the country of origin or face the higher cost of the the ticket in the country of purchase. 1-World has no such restriction in the USA.

Does this policy not fly in the face of the United Commitment which states:

"Our United Commitment will offer customers who call United Reservations the lowest fare available for which they are eligible, given the date, flight and class of service requested and the most logical routing."

Eligibilty for a fare is based on date, class of service, and flight. No where does it say place or purchase.

Anyway I am done with my rant, so does anyone have advice on a travel agent in South Africa who will issue a ticket over the phone with a credit card. My travel agent is unable to help me.

My trip will look something like:

JNB - FRA - IAD - LAS - PHL - LAX - SYD - SIN - JNB

I am using a LHR - CPT - JNB One World ticket to get to South Africa.
