IME from living in the UK, no. The coffee in the UK isn't great, but it is getting better. The actual cafe culture in the UK doesn't really exist.
Coincidentally there are a couple of Australian owned cafes in London that do a pretty decent coffee.
Lantana and
Kaffeine were the two that I used to go to if I was in the area.
