Its a catch 22. If you don't then you don't get anywhere and if you do then you are sponsoring it.
I have to admit though its very hard to get work done by any government dept without showing the money.
I don't want to turn this into a debate on corruption in India. I just want to say that there is a price to pay if you choose to fight corruption. It's not as expedient to pay the price of fighting.
