I would have called down to ask for the maintenance man again after 10 minutes when he hadn't returned. Then if it's not sorted I think that's the time to complain or ask to move rooms. The hotel may have thought (though arguably shouldn't have) that as you hadn't called down again it was sorted and, as it was 2am, they don't want to disturb you again.
