Some smaller airports do not have customs open all the times. Customs officials only wait for the connections on which most likely transit passengers arrive (maybe they can check the passenger origin list). For other arriving flights you just walk out. However, your cabin baggage passes customs at your port of entry into the EU where you pass immigration.
