I doubt there's any room for debate. Taxes are collected and due when the service is paid for even if the actual event is in the future. You don't pay the tax at the airport on takeoff.

This whole thing is a non-issue and US is probably smart to increase the base fare accordingly. Flights are pretty full these days.
