At the end of the day the market sets the price that someone is willing to pay for something. The price was X before the FAA shutdown, and it's still X today. The underlying allocation of X is the only thing that has changed. Unless they misrepresent that allocation, I don't think you have a case for any sort of refund.
Thank you, too, for your response. However, I'm afraid you may have also missed the point. See opening post (and post immediately above). Did I not state the situation clearly?

The case for misrepresentation arises depending on whether the airline is required to pay and/or did indeed pay the government the taxes we were all definitely charged for tickets PURCHASED BEFORE 07/23/11 for TRAVEL AFTER 07/23/11.
