I just did a dummy booking for travel in mid-August and, as seen below, they did not charge the federal excise tax (7.5%). I can't see how you'd be entitled to a refund of something that wasn't charged...

I appreciate your repsonse, but I'm afraid you missed the point. US Airways stopped charging these fees on 07/23/11 (at the same time they raised their fares), which is why your dummy booking doesn't show the fees. I understand that.

The point is that I purchased all the tickets in question PRIOR TO 07/23/11 for travel AFTER 07/23/11. That made me wonder whether I might be entitled to a refund for the taxed they certainly did charge me at the time of purchase.
