I just did a dummy booking for travel in mid-August and, as seen below, they did not charge the federal excise tax (7.5%). I can't see how you'd be entitled to a refund of something that wasn't charged...
+1 They're profiteering by raising the base pre-tax fare, like nearly everyone else.

At the end of the day the market sets the price that someone is willing to pay for something. The price was X before the FAA shutdown, and it's still X today. The underlying allocation of X is the only thing that has changed. Unless they misrepresent that allocation, I don't think you have a case for any sort of refund.
